Product Testing and Certification

EN 18031 is now a harmonized standard

19. February 2025

Does your product need to comply with the Radio Equipment Directive 2022/2380 (RED)?

We are informing you that as of January 30, 2025, the European Commission has officially listed the EN 18031 series in the Official Journal (OJ) of the European Union under the Radio Equipment Directive (RED). This significant development mandates that all radio equipment sold within the EU must comply with enhanced cybersecurity requirements by August 1, 2025.

Key cybersecurity requirements under RED Article 3(3) and relation to the standards EN 18031

Important considerations:

While the EN 18031 listing allows manufacturers to claim presumption of conformity with RED’s cybersecurity requirements, certain restrictions apply. These pertain to sections on rationale and guidance, use of passwords, parental or guardian access control, and transfer of monetary value. It is crucial to carefully evaluate these aspects when developing your compliance strategies.

Action steps:

  1. Assess applicability: Determine if your products fall within the scope of the RED cybersecurity requirements.
  2. Review EN 18031 standards: Understand how these standards apply to your products and identify any relevant restrictions.
  3. Conduct a Compliance gap analysis: Evaluate your current cybersecurity measures against EN 18031 requirements.
  4. Engage with a Notified Body: Given the newness of EN 18031 and its associated restrictions, consulting with a Notified Body is essential to ensure full compliance, especially if alternative solutions are considered.
  5. Prepare for market readiness: Implement necessary design, testing, and documentation changes to meet the August 2025 deadline.
